Tuition for an an international student in the UK

Hello! I have a question:

On the page about tuition fees for international study in the UK, it says "as a guideline you can expect to pay between £6,000 and £9,000/ year for courses." This was surprising to me because so far what I've seen is that while UK residents pay about that much, international students are charged something closer to £13,000. Am I wrong? Do international students really have to pay so little? Do UK residents pay even less than I thought? And if so, could anyone point me towards schools that have rates like this? Thank you!
